Senior Local Government Specialist (Planning, Budgeting & Institution development), LGSP-3
Have 32 years of experiences in Public Sector Management of which 27 years practical experiences in the field of public sector financial management including 17 years exclusively in donor funded development projects. Involved in public sector financial management process such as resources management, project planning & development, preparation of both national & LGIs budget, fund allocation and fund disbursement among different ministries/divisions as well as GoB and donor funded grant management for LGIs & development projects. Multi-year funds allocation in the form of resource ceilings among stakeholder following the Medium Term Budgetary Framework (MTBF). Served the government in the capacity of Additional Secretary, Joint Secretary, Deputy Secretary, Upazila Nirbahi Officer, Senior Assistant Secretary and Assistant Secretary in the ministries/divisions of Finance, Water Resources, Public Administration, Local Government and field administration. Also involved in various national level Committees and Commissions related with administrative and financial management reforms of the government such as Administrative Reorganization Committee (ARC) under MOPA, Public Administration Reforms Commission (PARC) and Public Expenditure Review Commission (PERC under Finance Division) under Cabinet Division.
Actively involved in management, authorization and disbursement of funds of bilateral and multilateral donor funded development projects. Participated as a potential member of GOB team in the public sector both national and sub national level financial management reforms process under ministry of Finance. Involved in implementation of Medium Term Budgetary Framework (MTBF) in preparation of budgets for different ministries/divisions of the government. Involved in different categories of training programs in Financial Management Academy (FIMA) and National Institute of Local Government (NILG) particularly in the field of Public Sector Financial Management & MTBF and Financial Management of lower level local government bodies (Pourashava & UPs). Possess 17 years experiences directly related with donor funded development project management in various capacity such as Counterpart Officer (DFID funded FMRP project under Finance Division), Additional Project Director (DFID funded FMRP project under Finance Division), Public Financial Management Specialist (National Consultant in World Bank funded LGSP project under LGD), Senior Public Finance Specialist (National Consultant in World Bank funded LGSP-2 project under LGD) and Project Director (World Bank funded ISPP project under LGD) and finally Senior Local Goverment Specialist in World Bank funded LGSP-3 Project.
