Helaluzaman Ahmed joined as Senior Procurement Specialist in Local Governance Support Project (LGSP)-3 under Local Government Division, Ministry of Local Government, Rural Development and Cooperatives on January 8, 2018.
Prior to his joining in LGSP-3, he worked as Senior Procurement Specialist in Local Governance Support Project (LGSP)-2 as well as in Local Governance Support Project (LGSP)-1. In 2006, he was Procurement Specialist in the Bangladesh Water Supply Programme Project (BWSPP). During his career, he also served as Procurement Specialist in the World Health Organization (WHO), KfW, and in the Department of Health Services. During his 27 years of extensive service career in procurement, he successfully accomplished the assigned responsibilities.
Mr. Ahmed’s academic track records are excellent throughout his educational life. He passed the Secondary School Certificate Examination from Dhaka Board with 5(five) distinctions. Mr. Ahmed completed his Bachelor of Medicine and Bachelor Surgery (MBBS) Degree from Dhaka University in 1984. In 1995, he received DIPLOMA in Procurement Management and in 2003 received the DIPLOMA in Training Methodology on Public Procurement Reform.

He travelled across the world during his career, e.g., Belgium, France, India, Italy, Pakistan, Switzerland, United Arab Emirates (UAE), United Kingdom (UK), United States of America (USA), Philippines, Singapore, Malaysia and Thailand.
Besides his professional career, he has a passion for reading books in a wide range from science, social science, history to philosophy.
Mr. Ahmed served the Government in Bangladesh Cadre Services (Health). He was born in Tangail.
