Helal Uddin Ahmed a noted civil service officer. He belongs to Bangladesh Civil Service Administration Cadre (BCS ‘85 Batch). He has currently been the honourable Secretary to the People’s Republic of Bangladesh. He joined as Secretary to Local Government Division, Ministry of Local Government, Rural Development and Co-operatives, Bangladesh Secretariat on 30 May, 2019. Prior to that he was working as Secretary to Election Commission Secretariat on 20 February, 2018. Where he was working as acting Secretary to the Election Commission since 30th July of 2016. He is an administrator who is diligent in practice and adheres to the profession. He is interested in serving the country and its people. He thinks big and pursues goal with intensity.

He was born on May 23, 1963 at Sadar Upazila in Cox’s Bazar District. He obtained both his Honours Bachelor and Master’s Degree in the discipline of Zoology from the University of Chittagong in 1983 and 1984 respectively. He also obtained Orientation Degree from Duke University of the USA.

During his colourful and successful career in civil service, he held different important positions in the public administration. He launched his career as Assistant Commissioner in the district of Kishoregonj in 1988. After that, he served as Nezarat Deputy Collector, Magistrate of Bangladesh Power Development Board, Upazila Nirbahi Officer, Additional District Magistrate, Private Secretary to Mayor of the Chittagong City Corporation, Deputy Director of National Primary Education Academy (NAPE), Deputy Secretary at Bangladesh Tea Board, Chief Executive Officer of Bandarban Hill District. He worked as Deputy Commissioner in Faridpur District from March 2009 to February 2012. Then he served as Managing director of Bangladesh Overseas Employment and Services Limited (BOESL). At 2013, he joined the highest rank of the field administration as Divisional Commissioner and served at Rajshahi and Dhaka Division,
 


Mr. Helal Uddin Ahmed participated in a number of training courses at national and international arena, such as Bangladesh Civil Service Orientation Course, Special Foundation Course, Law and Administration Course, Land Management Training, Survey and Settlement Training, Course on Planning and Management for Disaster Management, Managing at the Top-2 Course, Professional Development Program, Regional Food Security Program, Universalization of Primary Education Program. As a part of official responsibility, he travelled many countries across the globe, such as USA, Japan, China, Singapore, Thailand, India, Qatar, Bahrain, Kuwait, Vietnam, Indonesia, Malaysia, Nepal and so one. 

He has been actively engaged in many socio-cultural activities. He is at present the Vice President of BCS ’85 Forum and President of Bangladesh Administrative Service Association. He is a Member of Advisory Council of Ramu Samiti Dhaka and Vice President of the Executive Committee of Chittagong Association.  

The Government of Bangladesh honoured him bestowing the best Divisional Commissioner’s Award upon him. He received the award from honorable Prime Minister on an occasion solemnized at Bangabandhu International Conference Center at March 06, 2016. He was awarded so in recognition of his great role in planning, leadership and coordination for conducting a comprehensive campaign aiming at implementing the “The Mandatory Jute Packaging Act 2010.” He was also honored with the “Public Service Innovation Award” for his special contribution in Land Management. 

Mr. Helal Uddin Ahmed is married and is blessed by a son Sartaz Shameem Ahmed who is studying engineering and a daughter Naziba Ibnat Naomi who is a medic. In his long career, he has been serving the country with integrity, devotion, skills and wisdom.
