Enamul Habib (Joint Secretary) joined as Project Director (PD) in Local Governance Support Project (LGSP)-3 under Local Government Division, Ministry of Local Government, Rural Development and Cooperatives on April, 2020.

Prior to his joining in LGSP-3, he worked as Joint Secretary in the Public Security Division, Ministry of Home Affairs. In 2018, he was the Deputy Commissioner (DC) in Rangpur District. During his service life, he has also performed various important duties in civil service including Chief Executive Officer, Sylhet City Corporation, Senior Assistant Secretary, Local Government Division, Additional Deputy Commissioner (General), Sylhet. During his 22 years of extensive service career, he has successfully accomplished other important responsibilities of the Government in different locations of Bangladesh.

Mr. Habib’s academic track records are outstanding throughout his educational life. He stood 5th in order of merit in the Higher Secondary Certificate (HSC) Examination from Rajshahi Board. Mr. Habib completed his Bachelor of Social Science (BSS) and Masters of Social Science (MSS) degree from the Department of Sociology, University of Rajshahi in 1991 & 1993 respectively. In 2005, He has achieved LKY Graduate Scholarship to study in the Lee Kuan Yew School of Public Policy (LKYSPP), National University of Singapore (NUS). He has completed his Master in Public Policy (MPP) Degree from the National University of Singapore (NUS) in March, 2007. In 2011, Mr. Habib has also successfully completed Post Graduate Diploma (PGD) Degree in International Human Resource Management (IHRM) from the University of Bedfordshire, UK.

During his professional life, he has attended various international seminar, training, symposiums and workshops in different countries including USA, Australia, UK, South Korea, India, China, Mongolia, Malaysia and Japan.  

Beside his professional career, he has passion for translating social science related articles from English into Bangla. His translated articles name ‘India: Transition from Feudalism to Colonial Capitalism’ by Irfan Habib, Anthony Gidden’s ‘Introduction to Max Weber’s Protestant Ethics and the Spirit of Capitalism’, Maurice Godelier’s ‘Asiatic Mode of Production: A Motivating Concept without Analysis” have been published in the book ‘The Sociology of Capitalism’ edited by Dr. Badrul Alam Khan. Mr. Habib has also translated the article of Noble winner writer Gabriel Garcia Marquez’s ‘The Death of Salvador Allende’. The findings of his policy research as part of Master’s program in Singapore have been published in a book form name ‘Educating Street Children’.

Mr. Habib belongs to 17th Batch of Bangladesh Civil Service (Administration) Cadre. He was born in Nabiganj Upazila, Habiganj District.
