LGSP History

As promised in the Constitution of the People’s Republic of Bangladesh, the state continues its efforts to ensure the effective participation of the people who hold all the powers of the Republic through elected representatives at all levels of administration. Following this, the transformation of Union Parishad, the oldest institution providing services to the people at the grassroots level, into a strong and effective service organization came to the forefront of the government’s main consideration. It is felt that the implementation of what is not a responsibility should give power and financial independence and the need for it is to increase the capacity of the council and ensure real participation of the people. But to find a way out of that, the Sirajganj Local Governance Development Fund Project (SLGDFP) was started in 2000 in Sirajganj district. Based on the experience of this successful pilot project, the Local Government Department implemented the Local Governance Support Project (LGSP) from July 2006 to June 2011. To sustain this success, the Second Local Governance Support Project (LGSP-2) has been successfully implemented from July 2011 to June 2017. According to the approved DPP, Local Governance Support Project-3 (LGSP-3) has been in operation since January 2017 and will continue till December 2021. Through this project, all the Union Parishads of the country are being allotted directly. With this money, development projects (schemes) are being adopted and implemented according to their priorities through direct participation of ward based local people. The implementation of LGSP is enhancing the efficiency and capacity of the Union Parishad and ensuring accountability and transparency of the work of the council through direct participation of the people.
