Md. Zahirul Islam (Deputy Secretary) took over as Deputy Project Director (Administration, Finance, Procurement) on 3 June 2020 under the Ministry of Local Government, Ministry of Local Government, Rural Development and Cooperatives and Local Governance Support Project funded by the World Bank. Prior to joining the post, he was working in Dhaka South City Corporation under the Local Government Department. Prior to that, he served on the Standing Committee on Public Accounts of the Bangladesh National Assembly for five long years.

He joined the Bangladesh Civil Service Administration Cadre in 2005 and has held important posts in the field administration as Assistant Commissioner, Senior Assistant Commissioner in Khulna, Jessore, Rajshahi, Naogaon and Narayanganj. He has served as Upazila Nirbahi Officer in Kuliarchar of Kishoreganj district, Dhamrai of Dhaka district and Naria upazila of Shariatpur upazila.

With the Standing Committee on Public Accounts in the 10th Parliament, the Parliament House of Commons of Canada, the Parliament House of Commons of the United Kingdom, the Parliament House of Commons of Australia, the Lok Sabha of India, the Parliament of Bhutan and the World. He played an active role in establishing close contact with the monetary fund. In his duties, he attended the annual conference of the World Bank more than once. He has attended various parliamentary meetings and seminars in the United States, Canada, the United Kingdom, India, Bhutan, Vietnam, Australia, Japan, Malaysia, Singapore, Thailand and Indonesia.

In 2012, on an ITEC Scholarship from the Government of India, nominated by the Government of Bangladesh, he received training in Information and Network Security from the Center for Development and Advanced Computing, India.

In his educational life he obtained Honors and Masters degrees in Political Science under the National University. Later in his working life he obtained another Master’s degree in International Economic Relations under the University of Dhaka from the Civil Service College. He continues to study economics regularly, and is currently a researcher at the Organization for Economic Co-operation and Development.

In his personal life he is the father of two sons and his wife is a Deputy Secretary to the Government of Bangladesh. He was born in Natehra village of Hajiganj upazila of Chandpur district in the house of Md. Ruhul Amin and Monowara Begum.
